There is compelling evidence that only steel wheeled trams can solve Bath and Bristol’s traffic problems. See: https://bathtrams.uk/
Wherever bus based solutions have been tried they have failed.
In addition we should close one full lane of the Batheaston bypass and convert the closed lanes into a long Park & Ride and this would be served by a tram.
There is also ample room between the walls of the off ramps on both sides of the roundabuot to install a mezzanine floor for more parking and rides.
A tram connecting Bristol to Bath could run thought to Batheaston and to Radstock.

Trams can afford to operate at 6 minute intervals (whereas buses for economic reasons need a much longer interval and are therefore unsuitable). See: https://bathtrams.uk/solving-baths-traffic/trams-much-less-affected-traffic-buses/
A park and ride although these have problems could also be installed on the Warminster side of the railway and there are other park and ride options further towards Chippenham, not in the Meadows and could also be served by 6 minute tram.
Similarly half the dual carriageway from Bath to the Globe could also be closed and made into a Park and Ride
